| 内容記述 | In recent cases before the International Court of Justice（ICJ）, particularly those concerning the Genocide Convention, many States have sought to intervene in the ICJ proceedings. The ICJ Statute provides two intervention procedures（Articles 62 and 63）, but States rarely used them until 2022. The reasons why the number of interventions at the ICJ has dramatically increased may be that（1）the problems which caused States to hesitate to intervene were removed or mitigated,（2）States have recognized that political utility, or（3）they have decided to pursue their legal interests or duties as a Convention party. The active use of the intervention procedures will contribute to the development of the Genocide Convention system, which does not have a unique treaty body. State parties that intend to support the ICJ through intervention will eventually enhance the normative authority of the Courtʼs interpretation and uphold the integrity of the Convention. | |||||||||
