| 内容記述 | This paper focuses on the partnership between the European Union (EU) and the United Nations (UN) System concerning development and humanitarian cooperation. Converged policy frameworks among donor agencies/organizations, the Millennium Declaration and the Millennium Development Goals helped stakeholders share objectives and methods toward development cooperation. It can be said that global governance exists in this policy area. In recent years, the UN has come to regard the EU as a “natural” partner in addressing development and humanitarian issues. This paper begins by examining the EU-UN partnership to show that global governance is reinforced by the partnership. It then evaluates the EU (EC) as the emerging power in global governance based on the development of policy framework within the EU and its increasing financial contribution to the UN System. | |||||||||||
