| 内容記述 | This paper investigates how the system of parliamentary dissolution in the UK has changed before and after the Fixed-Term Parliaments Act 2011. First, it shows how the powers to appoint the Prime Minister and dissolve Parliament have been distributed and how the exercise of each power has been framed by conventions. Secondly, it finds that the FTPA has served to lock in and facilitate the deadlock in Brexit by suspending the power to dissolve Parliament but not discussing any changes to the power to appoint the Prime Minister. Based on this analysis, this paper argues that it is appropriate to discuss the dissolution of the House of Representatives in Japan in the context of the constitutional allocation of powers over prime ministerial appointments. | |||||||||
