| 内容記述 | This paper aims to clarify the characteristics of community construction in Chinese urban areas by comparing community policies with those of Japan.(In China, the political concept of “community” is referred to as shequ.) First, this paper examines the influence of state policy change on community policies in both countries. The shift of Japanese governing policy to a post-welfare state, and the deepening of Chinese reform and open-door policy implementation, have made the two countries’ community policies more alike in their basic characteristics. As the “New Public” policy in Japan and “Deliberative Governance” policy in China were enacted, the community became a unit of governance where local residents and local administration collaborated for the welfare of citizens. Indeed, the structure of local governance formed by community policies are seemingly similar to each other. Both are constructed in three layers. However, there are differences in the prescription by law and the actual function of residents’ autonomy at the second layer, i.e. middle level neighborhood selfgovernance organizations. Shequ is an ambiguous entity which is supposed to simultaneously play a dual role equivalent to a Japanese local self-government body and an autonomous community of residents. Second, this paper further analyses the function of indigenous social relationships and the communalities of urban society in the process of community construction. In Japan, those indigenous social relationships and communalities have not been officially incorporated into community policies, and have instead been excluded. In actuality, however, they are the basis for resident autonomy. In contrast, in most Chinese shequ, there is a need to create new social relationships and communalities to induce the community participation which is essential for deliberative governance. | |||||||||
