| 内容記述 | On December 20th, 2021, the day after the 2021 Hong Kong Legislative Council election was held, the State Council of the PRC issued a white paper called “Hong Kong Democratic Progress Under the Framework of One Country, Two Systems”. According to the paper, which recounted the history of HK democracy over nearly 2 centuries, there was no democracy in HK under British colonial rule, and it was the Communist Party of China, or CPC, that established and developed democracy in HK under the framework of “One Country, Two Systems”, which was also invented and executed by the CPC. An analysis of the paper reveals, some prominent features. Firstly, the topics and events introduced in the paper were heavily biased, as not even the Tiananmen Square incident was referenced. Secondly, the difference between the Chinese version and English one was so obvious, if not significant, as some words and phrases were simply not found in the English version. Finally, there was neither an explanation, nor allegedly any consideration, on what the people in HK have actually attained through the so-called progress in terms of the universal suffrage and right to vote and be elected. All these features show us that the aim of the paper was to articulate the Party Central’s will to steer the course of Hong Kong Democracy, and proclaim the superiority and benevolence of the Chinese-model of Democracy, which was under the Party leadership and controlled totally by the Party Central. Under the direct control of the CPC, in Hong Kong, the meaning of democracy, rule of law, rights and freedom, etc. are, and will be, decided and presented by the CPC. It seems that many people in HK accept the reality and get along, but considering their historic resilience and toughness, there is still a hope for HK to return to the place where the people fight for freedom, and democracy. | |||||
