| 内容記述 | This paper discusses the reform of the Reichstag’s electoral system（ the Külz plan）. Chapter 1 explains the premises of the previous Reichstag’s electoral system and the Jarres plan（ 1924）. Chapter 2 describes the political situation at the time, and discusses the types of problems the Reichstag’s electoral system was considered to have, and what type of reform plan was presented by the government in 1926. Chapter 3 analyses the Külz plan, referring also to the reactions at the time. Finally, this paper argues that the main purpose of the Külz plan was not to prevent minor party divisions and establish a stable government, but to “personalize” election, and that the Külz plan has implications for the difficulties surrounding the recent electoral system reform of the Bundestag. | |||||||||
