| 内容記述 | 本稿では，健康から見て意味のある貧困線や貧困率を，厚生労働省の「国民生活基礎調査」の1986年から2016年調査の世帯票・所得票・健康票の結果に基づき，健康格差最大化アプローチ，最尤法アプローチという2つの方法によって探索的に検討する．得られた主な結果は，次の通りである．貧困線は通常，所得中央値の50％ないし60％として定義されるが，健康格差を最も浮き彫りにするという点で，健康から見て意味のある貧困線は，そうした通常の貧困線より幾分高めに設定される．したがって，貧困率も通常定義される貧困率もやや高めになる．つまり，通常の貧困線や相対的貧困率の水準は，健康面から見るとやや低めになっていると評価できる．この結果は，所得以外の貧困要因（学歴・セーフティーネット・居住環境）を考慮しても，また，貧困の深刻さを考慮にした貧困ギャップ率で分析しても，基本的に変わらない． | |||||||||

| 内容記述 | I explored health-relevant poverty line and rate to understand poverty in terms of population health, using data obtained from nationwide population surveys conducted in Japan. First, I searched for a poverty line that maximized the proportion-weighted relative underperformance in health, for individuals living below the poverty line. Second, I searched for a poverty line that maximized the likelihood of the logistic regression model, to explain poverty in terms of health. The results reveal that the health-relevant poverty line should be drawn at a level higher than the conventional 50% or 60% level. Therefore, conventionally defined poverty rate may underestimate poverty, in terms of population health. | |||||||||
