| 内容記述 | 年金制度の改革のように現時点で重複して共存する世代間の負担の衡平性の問題から，地球温暖化に対処する国際的な制度設計と合意形成のように長期にわたり国境さえ越えて将来世代に影響をおよぼす環境的外部性の問題にいたるまで，多くの経済問題の核心には世代間衡平性という共通の難問が潜んでいる．本稿は，長期にわたる環境的外部制の問題を念頭において，世代間衡平性に関する厚生経済的研究の現状を簡潔に展望・評価することを目的としている．まず，従来の規範的経済学の蓄積のなかから２つの Cambridge traditions を掘り起こして，それぞれの伝統が世代間衡平性の理論にもたらす示唆を批判的に評価する．次に長期にわたる環境的外部制の問題のユニークな特徴を確認して，このような現象を的確に分析する厚生経済学はどのような情報的基礎を必要とするかに関して私見を述べる．最後に，伝統的アプローチに替わる責任と補償のパラダイムを説明して，このアプローチが開拓する新たな理論的展望を簡潔に素描する． | |||||||||

| 内容記述 | The issue of intergenerational equity underlies many problems in welfare economics, yet the concept remains relatively underanalysed. The task of this paper is to provide a brief overview and evaluation of the current state of the art in this branch of normative economics. To begin with, the two Cambridge traditions on intergenerational equity, one in Cambridge, UK and another in Cambridge, Massachusetts, are identified and critically examined. We then identify crucial features of the problem of long-run environmental externalities such as global warming, which defy the mechanical application of traditional approaches in welfare economics to this class of problems, and examine the required informational basis of the welfare economics of intergenerational equity. The newly evolving paradigm of responsibility and compensation is also examined in this arena. | |||||||||
