| 内容記述 | The Japanese Public Records and Archives Management Act（Article 16 (2)）uses the phrase “（to consider）the passage of time” when the Head of the National Archives of Japan judges whether specified historical public records and archives can be opened （in response to a request from a claimant）. This paper examines the phrase of the Act, discusses the problems of “the passage of time,” and what matters the administrative agency should specifically consider regarding “the passage of time.” Based on these considerations, the problem of decisions of disclosure is analyzed. As a provisional conclusion, information disclosure decisions seem to be tentative （although general administrative decisions seem to be permanent）, and the reason for this probably lies in the nature of information disclosure processes and its decisions. | |||||
