本稿では，全国消費実態調査・家計調査・家計消費状況調査を補完的に利用して，マクロ統計と整合的な世帯別貯蓄率のデータを構築し，高齢化が貯蓄率の低下をどの程度説明できるかを検証した．全国消費実態調査の年収・貯蓄等調査票を活用して自営業世帯等も含む全世帯での収入を把握し，税・社会保険料については世帯構成などから個別に推計した．消費についても，耐久財などの高額消費の過少性を補正し，帰属家賃なども考慮することでSNAの消費概念と整合性を確保した．そのデータを用いて，高齢化が貯蓄率に与えた影響を計測したところ，過去20年でのマクロ貯蓄率の低下のうち，高齢化という人口構成の変化で説明できるのは最大でも3割程度であることがわかった．さらに，自営業等世帯の減少という就業行動の変化を考慮しても，影響は全体の1/3程度であった．この結果は，人口動態だけではマクロの貯蓄動向を十分に説明できないことを意味しており，今後はその原因についての検討が必要である． |

We have constructed household savings rate data that are consistent with the macro data, or National Accounts, yet are based on the micro data of the National Survey of Family Income and Expenditure （NSFIE）. Unlike the official NSFIE data, we calculate the savings rate for all households including the self-employed. In addition, on the consumption side, we address the underreporting problem in large expenditures such as durables, which has been pointed out by previous studies, by exploiting information from the Survey of Household Economy. According to the data constructed here, the decreasing trend in the savings rate can hardly be explained by the aging population alone, although the life-cycle hypothesis predicts that aging should be the main cause of the lower savings rate. |
