| 内容記述 | 旧ソ連・東欧において市場経済化が開始されて８年以上が経過した．そして，移行政策に関する多くの事実と経験が蓄積され，これに基づいてそれを分析することが可能になった．その結果，移行政策を再検討する論文が多数発表されるようになっている．世界銀行の『世界開発報告１９９６年』はその最も典型的なものであろう．本論本はそれを批判的に検討するものである．本稿では，自由化政策とマクロ安定化政策に焦点が当てられているが，その際，主にロシアの経験が考慮されている．その結論は，市場経済化の歴史的先進国においては，自由化とマクロ安定化の政策が他の国に比べてより少なくまたより漸進的に実施され，かつ経済的成長実績がより良いという点にある． | |||||||||

| 内容記述 | More than eight years have passed since the transition to the market economy started in the Central and East European countries and the former Soviet republics. Many facts and experiences have accumulated concerning transitional policies implemented during this period and their results. It has, therefore, become possible to analyse the policies on the basis of those facts and experiences, which has resulted in publication of more and more articles on reexamination of the transitional policies. The most typical one would be World Development Report 1996 (World Bank), which is analysed critically in this paper. It concentrates on liberalisation policy and macro stabilization policy, taking experiences in Russia into account. It is shown that the historically advanced countries in the transition to market economy have implemented far less, and more gradually, the liberalisation and stabilisation of their economy during the eight to ten years, and show better performance in economic growth during the period than the other countries. | |||||||||
