| 内容記述 | 欠測値が発生した場合の対応方法としては，Weighting と呼ばれる手法が一般的であり，全国企業短期経済観測調査（短観）の母集団推計にあたっても，そうした手法が用いられている．しかし，設備投資額や企業の収益を調査するビジネスサーベイにおいては，企業間のばらつきが大きく，Weighting では，統計精度が低下する可能性がある．本稿では，従来，わが国の官庁統計において実証研究が少なかった欠測値問題について，その対応方法を整理したうえで，短観について，現行の手法のほかに，欠測した企業の時系列データや伸び率を用いる代替手法の精度の比較検討を行う．この結果，短観においては現行の欠測値対応の精度が劣ること，項目や業種・規模に依存するが，総じてみれば回答のある直近調査回の値を代入する手法が有効であることが示される．今後は，短観以外の各種標本調査についても，欠測値対応の妥当性について検証が必要であろう． | |||||||||||||

| 内容記述 | This paper compares different methods for handling missing values in the "Short-term Economic Survey of All Enterprises in Japan (Tankan)". Empirical research on missing value issues in official statistics has been limited. Our study shows that, contrary to the fact that weighting method is widely used in sample surveys in Japan including the Tankan survey, the "last value carried forward" procedure is the most accurate for the Tankan survey. The result reflects characteristics of the Tankan survey: namely that the variance observed in the data of a given enterprise over time is smaller than the variance observed within an individual stratum of the survey at a given point in time. | |||||||||||||
